After manipulating the controllable factors of the system, it appeared that 4 of the 5 identified schemes were below the expected percentage vehicle volume reduction. These include the Modified Calendar Days, Modified Color-Coding Scheme, Truck Ban and Odd-Even Scheme. The fifth policy, which is the construction of Skyway, met the expected vehicle volume reduction. These include the Modified Calendar Days, Modified Color-Coding Scheme, Truck Ban and Odd-Even Scheme. The fifth policy, which is the construction of Skyway, met the expected vehicle volume reduction. The behavior of the 5 policies exhibited drastic fluctuations in vehicle volume reduction. The behavior of the 5 policies exhibited drastic fluctuations in vehicle volume which means that the vehicles entering the system are greater than the vehicles leaving the level, thus resulting to traffic congestion. For this reason, policies were further modified by imposing stricter rules in implementing the policies. This however, still resulted in a fluctuating behavior of the model. Policies were combined with the Skyway policy and produced a behavior that has fewer fluctuations in the vehicle volume.
