After manipulating the controllable factors of the system, it appeared that 4 of the 5 identified schemes were below the expected percentage vehicle volume reduction. These include the Modified Calendar Days, Modified Color-Coding Scheme, Truck Ban and Odd-Even Scheme. The fifth policy, which is the construction of Skyway, met the expected vehicle volume reduction. These include the Modified Calendar Days, Modified Color-Coding Scheme, Truck Ban and Odd-Even Scheme. For this reason, policies were further modified by imposing stricter rules in implementing the policies. This however, still resulted in a fluctuating behavior of the model. Policies were combined with the Skyway policy and produced a behavior that has fewer fluctuations in the vehicle volume.
