Victoria The main purpose of this study was to find out the values education programs used by selected private and public high schools in Metro Manila. Specifically, this study attempted to answer the following questions: (1) What are the important values that selected private and public schools are promoting (2) what is the manner of implementation of the values education programs, where is it incorporated, who handles it, when it is given (3) what are the strategies/techniques used by these schools in implementing the values education programs and (4) what are the difficulties encountered the suggested solutions in implementing these programs. This study used a non-probability sampling method wherein the schools were conveniently chosen.A total of twenty-four schools, of which twelve came from the private schools and twelve from the public schools, were selected as a sample of this study. The researchers also used a survey questionnaire to obtain the data needed. To analyze the data, the researchers employed the descriptive analysis and presented the data in tabular forms.Using this method, it was seen that private high schools were given greater flexibility in their implementation of values education programs and its strategies, whereas public schools strictly adhere to the requirements of the DECS. Commonly held values by private high schools are more on the Christian and Spiritual life values. Public schools, on the other hand, promote values on the self, others, country and God. Finally, problems encountered by private high schools are the conflicting values from family, media and government, and values application is not evident on the part of the students.
