The proposed development of the program is based on the following five aspects the results of the assessment on the needs of the Religion teachers, the results of the researchers previous MA studies, the Church's documents, recommendations and guidelines on Catholic education, the attitudes and values of the Religion teachers as generally observed, and the goals and objectives of the apostolate of the Congregation of the Dominican Sisters of the Most Holy Rosary of the Philippines. The research covers all Religion teachers of the Dominican-owned schools in Region VI. The descriptive developmental method is used in gathering the data thru survey questionnaires, interview questions and workshop seminar to determine their needs and to serve as a basis for designing the modules for the formation program. The findings of this study show that Religion teachers have need of a thorough knowledge and understanding of the updated content and instructional skills in teaching religion subjects. They fairly rate on the Sacraments with a scale of 1.5 to 2.49 or achieved to a moderate extent. The findings also reflect that the Religion teachers lack an extensive knowledge especially on moral issues and the Catholic Social Teaching. The results on the knowledge of instructional skills indicate that most of the teachers use the following teaching techniques journal writing, presenting the correlation of the subject matter to real life situation, identifying the needs of the students, and stimulating their interests through the integration of real life experiences. Most of the Religion teachers noted the effectiveness of journal writing. The findings also show that teachers hardly utilize audio-visuals, such as films, in their classroom instructions.
