Also it investigates the relevance of the trainees' behaviors to the objectives of the National Land Agency. The study used a one group pretest-posttest evaluation design. Total number of participants are 40 lower level managers who come from East Indonesian provinces such as: Bali province, 13 participants East Nusa Tenggara province, nine participants West Nusa Tenggara province, five participants and East Java province 13 participants. The Statistical tool used was t-test analysis with the significant level set at .05. The results revealed that the training group increased their knowledge, skills and attitude after training. Result suggested that structural training caused participants the ability to become equal and one with the vision and mission of organization.
