This study discusses a reputation system for collaborative web filtering called Tulungan that utilizes a user-driven reputation system. The concept of reward and punishment on repu- tation systems in mobile ad-hoc networks (MANETs) that promote cooperation among mobile nodes were adopted to encourage users to categorize and verify the categories of others. A model and simulation of Tulungan were developed to verify its effectiveness. Simulation results show that Tulungan is consensus-independent since it can still be effective even if there are less than 50% good users.
