The writer used a research design that is eclectic and based from the EMIS Framework of the DECS (MECS, 1982) and the analytical approach developed by Murdick (1970) for MIS Development Outline. For its content, the researcher used the DECS model of 1982 as a guide in setting up the data and information requirements of the EMIS network. For the method and process of development, the researcher was guided by Murdick's MIS Development Outline Model. The researcher also employed a descriptive survey for needs analysis in drawing pertinent data and information and made use of questionnaire, inventory and analysis of documents and of interviews as data-gathering instruments. Respondents in this study were 71 persons, broken down into: a) Top Level Management, 17 b) Middle Level Management, 6 department heads for the college and 48 administrative officers from the high schools. Towards the end of the implementation period, initial evaluation was conducted on the newly installed educational management information system and the 15 respondents were chosen from among the managers of La Salette Schools and offices outside the system who are end-users of the information system.Assessment of existing data and information Systems of La Sallette Schools showed that all have no formal MIS. Furthermore, the needs analysis also pointed out that existing data and information systems of all the schools are insufficient and inefficient whether by department or by school. A finding also showed that the Director's Office ranks number 2 as Insufficient (20 percent) in terms of data and information kept. The Office of the Physical Plant Directors of all the schools are rated as most insufficient in terms of data and information keeping. Again, findings pointed to the fact that since most Directors are at the same time Pastors of Parish, they do not hold regular office hours in the schools like their administrative counterparts hence, they rely mostly on the Principal's Office for data and information needs. The study concluded that the new EMIS as utilized, yielded various advantages both for information users (LSSS Management) and for information keeper and producer (LSSS Records Office/File Secretary). Disadvantages noted were minimal and could be addressed easily in the annual evaluation and reclassification. The new EMIS was implemented for 6 months and evaluated at the end of the sixth month. Evaluation results showed that the contents, objectives and procedures of the LSSS-EMIS conform with the legitimate procedures of the La Sallette School System with an average weighted mean of 4.0 (very good) and it also sufficiently (4.2) meets the general information and educational needs of the System.
