To determine the internationalization programs, three survey questionnaires were developed and administered to 727 respondents in the selected universities.The study revealed that the selected universities had started their internationalization program in 1989. Environmental changes brought about by trade liberalization and knowledge explosion led to this reform. It was found out that these universities were perceived by the respondents to be greatly internationalized in terms of mission, goals and objectives organizational and administrative programs international cooperation programs curriculum and internationalization of faculty, staff and students. The planning process, internationalization policies, and membership in international cooperation program stood out as key strategies for internationalization while internationalization of the mission statements served as the main approach towards internationalization. A test of relationships determined that the type of school did not relate significantly with internationalization while internationalization relates significantly with international linkages. The mission, goals and objectives and the organizational structure significantly relate with internationalization when matched with the students' score while these characteristics indicated the absence of relationship utilizing the faculty score. Building on the identified elements, a model on internationalization under the program Revitalizing Internationalization Activities for Life in the 21st Century (Rizal) was proposed. The study recommends that universities should incorporate internationalization in the following: mission, goals and objectives, policies, planning process, annual budget, and organizational structure.
