Summary: | This study analyzed and validated the results of the evaluation conducted on the ten public elementary schools in Cavite adjudged effective schools by the ten subject area supervisors and from there proposed a model of an effective public elementary school in Cavite. The evaluation was based on Stufflebeam Context, Input, Process, Product (CIPP) Model on the following dimensions of effective schools set by then DECS now DepEd namely: 1) highly motivated learners, 2) Competent and Committed teachers, 3) capable and dynamic managers, 4) adequate and wholesome learning environment, 5) harmonious school- parent-community relationship. Specifically, the study involved answers on the level of attainment of the goals and objectives, desirable characteristics in terms of pupils, teachers, and principal, motivation of learners, competence and commitment of teachers, leadership skills of school managers, learning environment, school-parent-community relationship, performance levels in terms of pupils achievement, teachers performance, principals performance and proposed model of an effective school in the Division of Cavite. The subjects of the study were 10 schools in Cavite rated by 10 subject area supervisors based on the criteria established by then DECS, 10 principals of the schools that were identified as winners in the search for the Most Effective Public Elementary School in the Division of Cavite; and a total of 299 randomly stratified teachers and a total of 937 pupils from 10 schools in the Division of Cavite. The major data-gathering tools were survey questionnaire prepared by then DECS specifically the Bureau of Elementary Education (BEE), Forms 18-E-1 and E- 2 for the general point average (GPA), School Records, Performance Appraisal System for Teachers, Performance Appraisal System for Key DECS Officials and interview questions. This study enabled the researcher to conclude that the effective schools are guided in their day-to-day operation by the mission-vision of the Department of Education which is clearly understood and supported by all stakeholders. Because of the qualifications and experience of the teachers which translate into effective instruction, pupils are able to have outstanding achievement in English, Science and Mathematics and outstanding performance in the general pupil average. This is also a manifestation that pupils of the effective schools are highly motivated because of their positive self-concept, their creativity, productivity, self-reliance, nationalism, values and critical thinking. The teachers are competent and committed which are evident in their positive self-concept, modeling of desirable values, awareness of and commitment to the school goals and instructional objectives, openness to new innovations and change. On the other hand, the school managers are equipped with the leadership skills evidently shown through their positive self-concept, modeling of desirable values, supportiveness and dedication to the mission of the school, possession of instructional leadership and strong managerial capabilities. The teachers and principals are both outstanding in performance and work towards the achievement of the goal in education guided by the mission-vision which eventually leads to quality instruction to pupils. The learning environment is a safe and secure place for work and play and conducive to learning although lacking in the number of buildings and equipment required for the school population which the school managers, the parents and community remedy through proper linkages with the GOs and NGOs. The school-parent-community relationship is harmonious based on a school community concept that relies on open communication and recognizes the complimentary role of parents in educating their children. As an output of the findings of this investigation, a model of an effective public elementary schools in Cavite is proposed. The Model incorporates the significant findings regarding the positive quality of the different schools in terms of the Context, Inputs, Processes and Outputs based on the CIPP Model using the DepEd Criteria for School Effectiveness. It is hoped that the program will be continued not only in the public elementary schools but also in the private elementary schools to assure continuous excellence. The data gathered in this study can serve as guiding information to educators planning the teaching-learning activities, the learning environment and schoolparent- community relationship. Department of Education officials may refer to the results of the study in their effort to upgrade the teachers performance, the principals performance and the pupils performance. The results of the study may be used as baseline information for further research studies to be conducted by other researchers. |
