Upon its creation in 1992, the Sangguniang Kabataan (SK) rose to provide a venue for the organization's clientele-the youth-to participate and involve themselves in its affairs. Mobilization, as an instrument towards participation, is one of the functions that the organization has been carrying out to achieve its desired goals and in a few more months left before the next SK elections, the study was undertaken to answer the problem: how effective are the leaders of the Parañaque Sangguniang Kabataan in mobilizing the youth to participate in its programs and activities? With the aid of the six indicators of leaders' mobilization effectiveness (i.e., electoral formation, leadership, strategies used, organizational participation, youth representation and internal organizational efficiency) the findings proved to be varying in each of the fourteen barangays evaluated, ranging from low (40 to 55 percent), to high (71 to 85 percent). The top three SK councils with the highest overall ratings are as follows: Don Bosco, 79.39% San Antonio, 77.32% and B.F. Homes, 74.36%. But generally in the barangay level, an average effectiveness was attained (63.35%). In the municipal level, the mobilization effectiveness was also found to be just average (56.95%). All in all, the Paranaque SK has an average degree of mobilization effectiveness.
