Face to face interviews were made with thirty nine respondents of administration and security guard employees. Purposive sampling of malls and respondents were done to facilitate data collection. Cross-tabulations were resorted to in determining factors contributory to enforcers' level of awareness, knowledge and enforcement of ETS related policies. Results show that coordinate efforts of mall personnel and government representatives and strict level of implementation of ETS related city ordinance and mall policy by local government and mall management were factors critical for smoking prohibition enforcement and awareness of city ordinance. This was supported by an information dissemination drive about the city ordinance and its enforcement. Respondents who were more aware of city ordinances had a workplace that had strict implementation of smoking prohibition, high educational attainment, knowledge of ill effects of ETS and have regular working status. Those aware of the CAA had high educational attainment , knowledge of ill effect of ETS, have regular working status and are males. Those with more knowledge of the details of the CAA had higher educational attainment , were mostly regular employees and had knowledge of the effects of the ETS. Enforcers were more aware of city ordinances and the national law but enforcers also did not know of CAA provisions on citizen legal suits and other details of the law.
