This strategic information system planning (SISP) addresses the strategic directions that Cavite State University (CvSU) must pursue so that it can sustain and enhance its performance using Information and Communication Technology (ICT). The institution must be prepared in increasingly diverse student population that calls for the expansion of teaching, research, and facilities and for the use of technology to improve the quality and efficiency of education and operations. SISP is the process of creating a plan implementing ICT to maximize the effectiveness of corporate resources to achieve its goals (Min et al., 2000). For CvSU, this is the way of achieving its mission and vision. SISP methodology provides support for the overall SISP process. The proponent followed the procedures in Integrated Strategic Information System Plan methodology and used the template prescribed by National Computer Center (NCC) for the documentation. University-wide ICT directions and needs were assessed based on the meetings with the key officials. These were examined and the information collected from the reviews was combined with situational analysis of internal and external ICT environment and used to develop a core set of strategic directions. Using the analysis methods (critical success factor, key performance indicator, business planning, and information architecture) of integrated SISP methodology, information system strategies were formulated. These methods aid in aligning CvSU strategies, identifying opportunities that utilized IT for competitive advantage, and analyzing internal processes and patterns of data dispersion throughout the university. Four key areas have been carefully identified that constitute the core building blocks of the realization of the plan: IT infrastructure, support for instruction and research, resources utilization, and resource management. Strategies for each area were outlined and specific initiatives for action were presented. Four major ICT projects were specifically derived from the strategies: local area network project, management information system, learning content management system, library management system, and web content management system. Description, coverage, and development and investment schedules for each project were presented. Additionally, this paper recommended the ICT resources to be acquired from 2008 to 2010. Hardware and software requirements, ICT manpower, and training needs were described aside from the major projects. This SISP would require changes as technology, regulatory requirements, and the university itself changes. To ensure the effectiveness and relevance of this plan, it needs to be periodically reviewed and revised as necessary. Plan revisions are not limited to this periodic review process. Revisions can and should be made whenever changes are essential.
