By intermediating, it reduces the cost of capital to client government. The Bank is able to borrow at favorable terms in the international market because of its preferred creditor status. As a development agency, ADB $1 (Bs role is to ensure that government and its public sector decisions promote good development practice. ADB $1 (Bs vision is an Asia and Pacific region free of poverty. Its mission is to help its developing member countries (DMCs) reduce poverty and improve their quality of life.
