The Government Service Insurance System was created by the virtue of Commonwealth Act No. 186 which was approved on November 14, 1936 in order to promote the efficiency and welfare of the employees of the Government of the Philippines. This paper proposes new objectives and strategies intended to increase efficiency and viability of GSIS in delivering its mandate to serve the government employees in the country. This paper analyzes the external environment of GSIS using Porter's Five Forces Model of Competition , the internal environment using the Value Chain Model , the decision-makers, and the societal expectations. After careful analysis and considering the original purpose of GSIS why it was created, this paper proposes new mission of GSIS, a set of objectives based on that mission and a set of strategies to achieve those objectives. In view of the analysis of the external environment using Porter's : Five Forces Model of Competition , GSIS has to make clear strategies and policies to (1) protect itself against threat of (a) increasing cost of living, (b) decreasing purchasing power of the peso, (c) decreasing domestic interest rates, and (d) the war without borders of the US (2) exploit the opportunity of the (a) increasing use of the Internet in business and day-to-day transactions, (b) development of new software solution packages, and (c) the change of political leadership. Also, The analysis of the Value Chain of GSIS suggests that it should (1) exploit its strengths, such as (a) government policy that requires most of the government employees to remit a portion of their monthly earnings to GSIS, (b) training programs conducted by the Human Resources Department, (c) high financial liquidity position and (2) overcome its weakness, such as (a) high ratio of Administrative and Operating expenses over total revenue, (b) low turn on investment ratio, (c) recruitment, and (d) lack of new modern information systems and technology. Considering all these and including the personal values of the decision makers and expectations of society, this paper suggests that GSIS should commit itself to provide adequate benefits and responsive services to all members and dependents and provide comprehensive protection to government insurable interests. To achieve this mission, GSIS should (1) provide excellent and comprehensive benefits to members by making it responsive to the changing economic environment within three years (2) improve efficiency and productivity of all GSIS employees within three years by improving the processing time of all transactions and increasing the level of quality of training the employees and (3) continuously improve the financial capability of the system through sound investments and efficient operation. This paper suggests three specific strategies to achieve the said objectives. These ate to (1) increase the level og product quality (2) increase the extent of cost position, and (3) improve the amount of financial and operating leverage o GSIS.
