This project paper was written in answer to a need of the RVM Planning and Development Office of its Education Apostolate in the evolution of its program, the Catholic School System Development (CSSD) Program. This is an ongoing method of operation of a catholic school, employing the systems development approach. This program aims at a more effective planning and development system in carrying out the RVM education apostolate and each schools mission statement. The program is composed of three main parts: the CSSD Project, the Program Proper and the Evaluation System. The initial stage, which is the CSSD Project, a three-year project initiating the school into the program, has been started in four RVM schools but was in need of an operation and control guide for its implementation. Hence, this project paper was conceived. It was made possible by direct involvement of the writer in the implementation of the CSSD project at San Pascual Institution of Obando and through readings, reflection and study. The proposed manual serves as the operation and control guide of the CSSD Project. It consists of an introduction, a brief description of the CSSD Program and Project, instructions on how to use the guide and the implementing steps in three main parts, followed by a summary of the implementing steps and a timetable of the project.
