Summary:This study proposal attempts to find out the extent to which objectives of the Divine Word College of Laoag Non-Formal Education (DWCL NFE) Center are being attained.The study is a descriptive survey. Tyler's method, a pre-post type of measurement, is employed. Triangulation, that is, collecting data by a variety of methods and combining different kinds of data, is used. Purposive sampling is used because it allows for the selection of information-rich cases for study in depth.The respondents consist of the administration members of the college, the staff of the Center, and the students and prominent leaders of the community. The structured questionnaires will be given to the 3 administrators, to the 7 staff members, to the 151 trainees, and to the 30 community leaders. Interviews are conducted to 2 administrators, 3 staff members, 25 trainees and 15 community personalities.Two pre-post type of measurement is employed to determine whether NFE triggered a change in the behavior of the students. These are the work attitudes and the general information questionnaires adapted from Ople's (1977) study. Data is analyzed by statistical treatment such as frequency, mean and standard deviation. Percentages are also determined. The pre-post comparison is subjected to the t-test.
