Summary:The problem started when a Regional Memorandum was received by the Office regarding the seminar-workshop for High School Principals. Since attendance of the principal was required in the seminar-workshop, an Office Memorandum was sent out delegating the chairmanship of the committee in determining students for honors to one, Mrs. Elena Orden. An office directive was issued to Mrs. Orden stating her functions, duties and responsibilities as overall chair. Mr. Nerbas, the Principal arrived from the seminar-workshop in time to hand down the official announcement of honors. The aggrieved party, the Chuelas, based on a formal statement of protest, requested for a dialogue with the principal and teachers of the school. The family of the proclaimed valedictorian on the other hand, submitted a formal reaction to the extent of bringing the case to court once the decision was changed. Meanwhile, the Rector was not agreeable to changing the announcement already made. Several alternatives to the solution of the problem are open to the principal. Basically, they involve: 1) proclaiming both students Valedictorians, 2) accepting the legality of the provision of the Manual of Regulations for Private Schools, or 3) agreeing to the decision of the administration (since the Rector assured him his support).
