Peace negotiations between the two parties have been put into place but there are gaps identified in ensuring the peoples accountability and sense of ownership of the peace process. Participatory development addresses these gaps and aims to encourage active cooperation of the various stakeholders in Lanao del Norte, Mindanao, Philippines through the conduct of peacebuilding activities, particularly community dialogues. This study attempts to explore avenues for Information and Communications Technology (ICT) to enhance participatory development through the creation of an eParticipation framework.
