The immediate problem is whether to fail or not to fail the ninety eight students who deliberately chose not to take their final examinations as a gesture of protest against their not having been permitted to take the final examinations, because they could not pay their back accounts in tuition and other fees. The immediate problem stems from the pressing financial crises for which the school had to take action in order to be able to pay the vacation salary of the teachers and fulfill the promise to build a guidance office and buy vocational tools and library facilities. On the other hand, the financial crisis is rooted on the lack of sufficient control in the collection of fees. Hence the desire of the administration to adopt a policy with respect to the collection of fees, a position which the principal was trying to uphold, even while trying to solve the immediate problem of the failing or passing of the ninety eight students.
