Summary:Landbank is a financial institution wholly-owned by the national government of the Philippines established in 1963 which functions as a universal bank with commercial banking powers coupled with a social mission to spur countryside development. Landbank recognizes the importance of Information Technology (IT) in the banking industry. IT has become a strategic part enabling the redefinition of the banking industry and the strategies and designs of the competing banks. Nowadays, IT systems are undertaken by banks due to perceived need and benefits which the systems promise. IT systems are organizational investments. When an organization implements an IT solution, it correspondingly commits considerable resources of time and money to the project with an expectation of receiving measurable returns beneficial to the organization. The years 2008 and 2010 saw the implementation of 5 major IT systems in Landbank such as Credit Risk Engine System (CRES), Integrated Treasury System (ITS), Subsidiary Ledger System (SLS), Retail Internet Banking (RIB) and Electronic Modified Disbursement System (EMDS) affecting risk management, accounting, branch operations, and treasury management. To effectively and efficiently measure the IT implemented systems, the Technology Acceptance Model, DeLone and McLean IS Model and Task-Technology Fit Model were used and served as basis in the assessment of the said IT systems. The study presented a scheme for evaluating IT systems efficiency and effectiveness by means of measuring variables and validating the IT measures used by the three IS models such as Usefulness, Ease of Use, Information Quality, System Quality, User Satisfaction, Output Quality and Performance Impact to Computer Systems. These were used as a framework and basis for measuring efficiency and effectiveness of the IT implemented systems of Landbank. Furthermore, this study presented the performance of the IT implemented systems. The results of the study were analyzed and interpreted using statistical treatment such as Kruskall-Wallis, Kolmogorov-Smirnov and Descriptive Statistics. The summary of findings was also presented in this paper along with the specific recommendation. These served as insights to Landbank management regarding the current status of the IT systems that would serve as inputs and basis for their action plans and programs.
