Cloud computing adoption among Philippine SMEs: Determinants and implications for promoting ICT as an enabler

Philippine SMEs are observed to be facing challenges in technology adoption despite government efforts. This lack of technology adoption is said to be the gap which has to be filled for SMEs to become more competitive. The emergence of cloud computing is seen as a potential solution for SMEs low ICT adoption rate especially in the developing countries due to its ability to reduce ICT cost in terms of hardware, software, implementation and maintenance. Given these advantages, this paper reports an empirical investigation conducted to identify the determinants of cloud computing adoption among Philippine SMEs based on the technology-organization-environment (TOE) Framework. The results provided support for the framework and indicate that relative advantage, compatibility, top management support, trading partner pressure, competitive pressure and government support were factors in cloud computing adoption, whereas, ICT security and confidentiality is a barrier. With these data, an evaluative study was conducted to analyze the cloud computing services offered by local cloud service providers (CSPs), legal infrastructure and perform gap analysis to provide implications for promoting cloud computing architecture and governance, improving Internet connection and compliance of cloud computing services with standards will be vital to promote cloud computing. On the other hand, CSPs must continue to use their current strategies to reach out to SMEs.
