This paper sought to address a problem in the Philippines, wherein there are no standard volume delay functions for major highways, expressways, and arterial roads that are being utilized by local urban transportation planners. These models allowed studies to yield more realistic results for the trip assignments in transportation modeling. The main objective of this study was to develop several volume delay functions in capacity restraint assignment for transportation modeling in Metro Manila. The study considered ten vantage points in six major highways and expressways in Metro Manila and identified their applicability for the study. Data were then gathered from video footage from government sources and traffic characteristics were manually collected using the spot speed method. These were then analyzed and graphical diagrams were used to determine parameters and to develop several volume delay functions. A polynomial type of function was used in this study and was modified by including factors that would affect travel time in the model. The study was further verified and compared with other commonly developed volume delay functions.
