Research shows that reducing maternal and child morality, one of the UN's millennium development goals (MDGs), is a continuing problem in the Philippines partly due to incoherence of data used by decision makers on maternal health and child care (MHCC) programs. The framework seeks to address the problem by adopting ICT to organize the data as knowledge resource for MHCC. In creating the framework, process models were used to analyze sample datasets from the DOH, USAID, Philippine Statistics Office and reports from WHO, UNICEF, UNFPA, and the World Bank. Based on the analysis, the framework which contains three phases was implemented with ICT following technology review on Talend Open Studio for data integration, Qlik View and QGIS for visualization, and Drupal for content management. To validate the framework, a prototype was presented to key informants on MHCC and to ICT experts to gather feedback wherein critical success factors were identified such as collecting data with low dissaggregation, new indicators for MHCC, streamlined business intelligence with comprehensive GPS data, and strategic presentation of information products through cross tabulation. Validation results show that data organization techniques can be improved with knowledge-based system interoperable with those of the DOH such as monitoring & evaluation and referral system.
