Summary:This action research addressed the issue of inefficiency between Radio Access Network (RAN) Operations and Commissioning groups in the offshore development centre of Telenor here in Manila. These groups are involved in the expansion of the network by activating and approving cell sites. To collect and validate data, I used the concept of data triangulation, The Ladder of Inference and Left Hand Column. Through these tools, we were able to conclude that the cause of inefficiency was the lack of collaboration between RAN and Commissioning groups. We then identified that the main objective of this action research must be to increase the collaboration between the groups. I found that The Collaboration Life Cycle by Telliou was the most fitting in achieving our objective for both RAN and Commissioning. ADKAR Change Model by Hiatt was also employed as this model also focuses on the high involvement of those who are targets of the change. This was important because we need all the engineers involved to be invested and dedicated in the change. Workshops and trainings were conducted to increase their understanding and appreciation of the role of the other group. The workshops resulted in more defined roles and streamlined tasks. The efficiency which was measured by the rate of approved sites and the turnover time of the whole process. An increase of approved sites was observed and the turnover time after all the implementations after the workshops that were conducted. Through this action research, Telenor was able to contribute greatly to the improvement of the network in Denmark. Telenor Denmark is now closer to creating the strongest network in Denmark which will be loved by the customers.
