Summary:This Insider Action Research paper addressed the issue of inefficiency of our division (Barangay Accounts Division) in the conversion of the financial reports during the adaption of new Accounting Standard, PPSAS. We collaboratively employed root cause analysis and concluded that the underlying issue was the lack of training of the bookkeepers in PPSAS. We then identified that the objective of this action research is to bridge the knowledge gap of the bookkeepers in the conversion of the financial reports through building effective training. Accordingly, the goal of this research is to promote transparency and accountability to achieve the organizations mission which is to be the model for world class governance. The Training Cycle Model and Kirkpatricks Level of Hierarchy were used to understand the issue and implement and evaluate the training. Moreover, The ADKAR Model was employed throughout the implementation as this is a reliable change model when high involvement of targets is necessary. Different training methodologies were conducted in order to provide adequate knowledge to the bookkeepers in the use of PPSAS. The training gave clarity to the bookkeepers in the use of the new accounting standard which in turn resulted to decrease turnaround time. This action research emphasized that providing the bookkeepers enough knowledge and right tool in doing the task will give our organization the benefit of efficiency.
