Universities implement ICT in a wide range in order to achieve the mission and objectives related to education. As we construct the linking between ICT, business and education strategy, one emerging ICT strategy is the enterprise architecture (EA). EA is defined as a set of concepts and practices based on holistic systems thinking, principles of shared language, and the long-standing disciplines of engineering and architecture. The open group architecture framework (TOGAF) is the specifically identified EA. TOGAF is chosen because it is an extensive and suitable framework for multiple enterprises. As a viable example, the study has chosen the Information Technology Services (ITS) Office of DLSU as its test bed, an office that is challenged to unify its business and ICT processes. Application development method (ADM) is the identified TOGAF component that is utilized for this paper. It provides a tested and repeatable process for developing architectures. Moreover, to build a realistic and manageable research, only selected phases of the ADM were chosen. These are: preliminary phase, architecture vision, business architecture, data and application architecture, and technology architecture As a practical EA approach to the identified baseline or current state of ITS, the goal is to provide a capability roadmap using the TOGAF-based EA Work. It will give guidelines in the implementation planning and the identification of delivery vehicles for the defined baselines.
