According to the Metro Manila Development Authority (MMDA), road safety is a global concern and the task to lessen the number of traffic accidents is a daunting objective but possible with the cooperation and support of the public. In the National Capital Region (NCR) alone, the vehicular accident recorded in 2016 is 109,322, which is 13,707 increase from the 95,616 recorded vehicular accidents in 2015. Among these accidents, 426 fatalities were recorded. Road safety therefore has become a major issue and concern in the country, specifically in Metro Manila, which led to the study of different traffic management schemes in order to alleviate the road traffic and safety. The road geometric design is one of the identified factors that affect the road traffic condition. Proper consideration and stipulation of road geometry can enhance the operation of the road and can improve the road safety. Therefore, this study aims to look into the most appropriate traffic management scheme, through its existing road geometric design, among others, for the Anda Circle. The Anda Circle roundabout intersection is located at the boundary of Intramuros and Port Area in Manila and serves as an interchange system at the junction of Bonifacio Drive and Andres Soriano Avenue formerly Calle Aduana, as shown in Figure 2. The area is apart of the Metro Manila Radial Road System (R-10) and primarily accounts to a big number of flow traffic and goods as it is located in the port area which is impinged by the operationalization of the Manila North and South Harbor Port. The alignment of Bonifacio Drive therefore is a primary truck route, and high volume of heavy vehicles is prevalent due to the nearby major cargo handling facility of Metro Manila. On top of that, the road also caters to all public transport modes coming from Quezon City asnd Caloocan City going to South Harbor/Pier 15. Accordingly, these factors resulted to unmanageable traffic situation in the area specifically at Anda Circle. Traffic situation at the roundabout significantly changed, thus resulted to uncontrollable traffic situation in the area. The DPWH National Capital Region (DPWH-NCR) requested the DPW Head Office, through the Traffic Engineering Division of the Bureau of Quality and Safety (BQS-TED), to conduct assessment on the traffic situation at Anda Circle. The DPWH BQS-TED in coordination with the DPWH-NCR conducted site observation such as traffic count data, noted the issues/problems affecting traffic, recorded the physical inventory and other road information of the study area. The basic framework of the practicum includes traffic analysis of the existing condition and evaluation of possible intersection improvement for the effective traffic management schemes using VISTRO/VISSIM software in order to improve the operation, mobility and safety at the intersection.
