Summary:The Information Systems Strategic Plan of Sorsogon State College is a three-year plan (2019-2021) that outlines in detail how information and communication technology (ICT) will be used to support the Colleges vision and mission. It identifies problems and areas in the College that needs ICT solutions. The specific objectives are: (1) assess the current and future organizational strategy of SSC for identifying the utilization of information and communication technology; (2) design an information systems architecture that will support the strategic thrusts and directions; (3) develop a detailed implementation plan that will support the processes and will enhance the delivery of e-services. The study was conducted at Sorsogon State College with respondents including top officials, 104 employees composed of faculty and staff. Related literature and studies were reviewed undertaken by previous researchers and authors of books relevant to the present study to make this research meaningful and fruitful. IS/IT planning methodologies used were SWOT, CSFs, and Gap Analyses. Data were gathered through document analysis, survey, observation and interview with the key informants. The study used the framework suggested by Anita Cassidy (2006) and streamlined ISSP template (revised in 2014) by MITHI. The study emphasized a collaborative and careful information systems planning especially e-government project initiatives to support its strategic direction with the consideration of budget allocation, organization culture and values, management practices and processes, the readiness of staff in terms of skills and knowledge, IS/IT strategy, and network infrastructure.
