Specifically, the study was focused on attaining the following objectives: to develop a flood inundation model; to determine the flood hazards and susceptibility to flood hazard of the existing land use as well as determine the risk on urban barangays; and to look into the implications of results to land use policies towards flood risk management. The historical, analytical and qualitative methods were employed to attain the objectives of the study. The results of the different flood models revealed that the Tarlac River will not be overtopped by flood water on the occurrence of any extreme rainfall event. On the other hand, the different land uses within the study area are exposed to different flood hazards based on the developed urban flood model. Many of the residential areas were found to be under medium to high flood hazard levels which maybe them vulnerable. Risks such as possible damage to property, risk to life, damage to agriculture, as well as disruption of economic activity maybe encountered on areas exposed to medium and high hazard levels. Furthermore, the updating of the comprehensive land use plan (CLUP) of Tarlac City must be anchored to the 2014 CLUP Guide Book of the Housing and Land Use Regulatory Board (HLURB).
