Exploring the initial implementation of the senior high school program in three schools in the National Capital Region

Until recently, the Philippines required only ten years of basic education, two years less than most countries around the world. This changed in 2013 with the passage of the Enhanced Basic Education Act (Republic Act 10533), which restructured the Filipino education system and added two years, which are known as Senior High School (SHS, grades 11 and 12). In most schools, the first students of grade 12 will graduate this academic year (2017-2018). However, a few schools began their SHS Programs a year earlier and graduated the first recipients of a 12-year education in 2016-2017. This presented an opportunity to conduct a formative evaluation of the SHS implementation process at those schools, for the benefit of other schools that are still in the implementation process. The researcher uses Yins Case Study Analysis: the within-case analysis and the cross-case analysis to identify the common and unique practices of those schools who implemented already their SHS Program. In this connection, the case studies were conducted at three private, religious schools in Manila, including in-depth interviews with the principal, one teacher, and one student at each school. The findings show that across respondents, some common themes emerge more than and beyond the given framework for K+12 Implementation designed by the Department of Education regarding the mindset and actions that are important for successful implementation of SHS. This study describes these cases in detail and proposes recommendations for other Filipino schools based on the experience of these earlier adopters.
