Summary: | This is a research-based stakeholder assessment of the Department of Trade and Industry’s (DTI) priority program, which is the Business Development Program for the ICT (BDP-ICT) Services Sector, adopting the perspectives suggested by the Balanced Scorecard Framework to complement the DTI’s traditional method of using Logical Framework in monitoring and evaluating performance espoused by the Organizational Performance Indicator Framework.
This study aims to demonstrate a system that will complement the DTI’s existing system (OPIF approach) in assessing the performance of publicly-led export or investment promotion program particularly the DTI’s Business Development Program (DTI-BDP) for the ICT Services Sector. The study also aims to demonstrate the proper and beneficial use of social research methods in the evaluation of government programs using stakeholder assessment, inspired by the four major perspectives of the Balanced Scorecard Framework.
The study also aims to examine critical success factors of the DTI ‘s Business Development Program for the ICT Services Sector based from the stakeholders’ point of view. By the end of this study, the Researcher would like to determine policy and organizational implications based on the perceived gaps as a result of the assessment.
Quantitative and qualitative approaches were used to be able to arrive at a more holistic design in assessing the Program’s performance. Archival research was initially conducted in order to gauge the Program’s level of performance based on the commitments and strategies indicated in the ICT Roadmap for 2010 guided by the Program’s Logical Framework. A small survey was conducted among internal and external stakeholders as identified by the DTI Business Development Manager for ICT and complemented by the key informant interviews.
The literature review recognizes that there are numerous export promotion programs aimed to promote exports of goods and services. Similar with the focus of this study, it is important to note the significance of assessing how the public sector allocates resources considering their measly budget. By doing so, policy makers will be guided on whether it is worthy to pursue or expand a particular program or not. The study focuses on an evaluation strategy that promises to make government programs more responsive – stakeholder assessment. Creating an opportunity for stakeholders to register their own evaluation of the government programs that affects them is a sound strategy where such evaluations are not routinely undertaken by government.
Findings reveal that based on the OPIF approach, majority of the Program’s targets were met but with the stakeholders’ assessment, it was found out that the Program slightly achieved its targets and in certain strategic perspective, the Program performed below expectations. The gaps identified reveal that although the purpose of the entire Program is good, the intended beneficiaries were not totally satisfied with the performance of the Program.
However, the feedback mechanism tool devised by the researcher proved to be an effective mechanism in drawing out responses from external clients and partners who are not usually considered in conducting performance review of government programs. |
