Summary: | This paper tackles the applicability of the Electronic Filing (“E-filing”) system in the Philippine Judiciary. For this paper, the author looked at the current state of the Judiciary and looked as to how the E-filing system could solve some its problems. It looked at the experience of e-filing in other countries and how they solved issues regarding e-filing. Afterwards, it went to the Philippine setting and looked at the cost benefit analysis of having an e-filing system vis-à-vis a paper-based filing system. It looked at the current management information system of the courts as well as the perception of an e-filing system with lawyers. It then looked at the current technology in other government agencies which use e-filing system for their own services. It then looks at the feasibility of adopting such technology with the court’s own e-filing system. Lastly, it proposed amendments to the Rules of Court in order to lay legal foundation for such system and it recommended the e-filing system’s implementation |
