Summary:The Hospitalization, Pension, and Education (HOPE) Flexible Plan was designed to help OFWs achieve long-term financial security. Building on the existing PERA and the BPT-MA framework, the Plan allows investors to elect different tracker funds to match their risk appetite and aspiration for each wallet with added tax benefit. Using a combination of parametric and non-parametric tests, comparison against alternative portfolios showed that while all portfolios meet low to moderate aspirations, Moderate to Aggressive variants of the Plan do so significantly more efficiently than the similarly structured SSS PESO Fund and the low volatility Time Deposit instrument. These variants were also able to meet high aspirations when invested in bonds or stocks.
