Mass transit system is one of the essential features of a country since it contributes to making cities efficient and desirable place in which to live and to travel into. It can be owned by either the private companies or by the government. The kind of ownership regime influences the efficiency of the mass transit system. Private ownership of the mass transit system has not been effective in the Philippines. Private operators do not properly maintain the mass transit due to unfavorable regulation of the government. However, government ownership of the mass transit may not also be effective in the Philippines due to corruption, maladministration and administrative failures of the government.
