Summary:The Department of Public Works and Highways is the government agency which is mandated to undertake infrastructure planning which includes the national highway network. It is considered the engineering and construction arm of the government. The DPWH consists of various bureaus and services, one of which is the Bureau of Quality and Safety. This bureau oversees policy making regarding road safety. Part of the Bureaus commitments are conduct of Road Safety Audits in various stages of road planning and construction, as well as on existing roads. Being in charge of establishing policies regarding road safety, there is a need to be knowledgeable on the design process and safety implications of various design elements. An Institutional Assessment by World Bank consultants under the Reimbursable Advisory Service (RAS), it was recommended for the local standards to be updated to be at par with international standards. Also, there is a need to see how well implemented existing standards are in the Philippine setting. By studying and comparing the local standards with an International reference, and checking compliance of existing roads to these standards, we can see how the policies can be improved, address issues and provide possible solutions
