Summary:The aim of this Action Research was to formulate a solution to the concerns of a government agency when it comes to responding to budget requests within the prescribed period, wherein the issue was identified through the use of 5-Why’s Analysis and Force Field Analysis by meetings and informal discussions with the members of Division B1. To come up with the best resolution, the objectives determined were to create and maintain a standard in the processing and evaluation of budget requests to avoid delays; to establish an Analyst Reference Guide which will orient and equip the members of Budget and Management Bureau – B (BMB – B) with the necessary knowledge in processing requests; and to respond to every budget request within the prescribed period. The methodologies maximized in this paper were accomplished through the Action Research Cycle and the implementation of the First, Second and Third – person inquiries to properly generate and process data. Furthermore, the activities and interventions to achieve the desired results were guided by the Analysis, Design, Develop, Implement and Evaluate (ADDIE) Model and Kurt Lewin’s Change Management Model. The Analyst Reference Guide is composed of simple and complex types of processes frequently requested by our clientele agencies, namely: a) Pension and Gratuity Fund (Terminal Leave Benefits/Retirement Gratuity); b) Trust Receipts; c) Miscellaneous Personnel Benefits Fund (MPBF); d.) Additional/Lapsed NCA; e.) Special Account in the General Fund (SAGF), which were carefully selected as these are the most common budget requests from our agencies. The objectives of this Action Research paper were attained through collaboration and constant communication with the members of the team to fully implement our action plan.
