The Urban Development and Housing Act was passed into to law in 1992 to address the housing needs in urban areas and to provide the rational use and development of urban land. It tapped on the private sector, specifically the residential real estate subdivision developers, through the Balanced Housing Development system to help supply the housing needs of the country. The Balanced Housing Development system found in Section 18 of the law requires residential subdivision developers to develop an area for socialized housing equivalent to at least twenty percent (20%) of the total subdivision area, within the same city or municipality or anywhere in the Philippines.
