Paras, Edgardo P., III This paper tackles the issue of whether the laws governing the Statements of Assets, Liabilities, and Net Worth (SALN), as an anti-corruption tool, have gaps and overlaps, which render the laws ineffective in upholding the Constitutional principle that public office is a public trust. In examining the laws’ two-fold purpose, which is as a preventive tool and as an investigative tool in curbing corruption, the laws manifested gaps and overlaps not only within the laws governing SALN but also when confronted with rights and principles laid down by the Constitution, and other laws. Ultimately, contrary to what the laws governing SALN ought to be, the laws only prove to be useless an as anti-corruption tool, hence failing to uphold the principle that public office is a public trust. 2016-05-09T07:00:00Z text https://animorepository.dlsu.edu.ph/etd_masteral/7104 Master's Theses English Animo Repository Philippines—Officials and employees—Legal status, laws, etc. Public officers—Philippines Political corruption—Philippines Administrative Law Law
