Summary:This study proposes a five-year development plan for the high school department of Rizal Memorial Institute. The study used the descriptive type of research using survey questionnaires and checklists as tools for gathering the data needed in the study. The data were tabulated, collated, analyzed and interpreted to obtain the profile of the school and the community where Rizal Memorial Institute is situated. The needs identified in the survey of the external environment, the internal environment, and in the goals and values of both clientele and school were matched and prioritized. The resulting decisions and the suggested strategies of the Planning Committees were considered in the formulation of the development plan proposed. The research instruments and processes conducted were the following: 1. socio-economic survey of the clientele 2. checklist of educational goals for students, parents, teachers and alumni 3. survey on factors affecting parents' decision to send their children to a particular school 4. PAASCU self-survey (school initiated) 5. enrollment projection 6. financial analysis and projection 7. planning. The respondents totaled 505, which consisted of 196 students, 20 faculty, 196 parents and 93 alumni. For the socio-economic profile, frequencies and percentages were computed. For the PAASCU Self-Survey data, mean ratings were computed for each area of concern. For the data on the Checklist of educational goals and the factors affecting parents' decision for a choice of a particular school, the weighted means per item was computed. The same treatment was used for the data on the perceived extent of implementation of the educational goals by the four groups of respondents. The enrollment projection was based on historical trends. Cost analysis was made based on the enrollment and the income statement. Based on the findings of the study, the following conclusions were drawn: 1. environmental analysis - RMI is situated in a community which is predominantly agricultural and since majority of its clientele come from the low income group, curricular enrichment should focus on the development of skills which could enhance the productivity of the students after completing secondary education, skills which could even allow them to earn some income while attending school. It will be very difficult for parents to absorb tuition increase beyond 15 percent. Soliciting more scholarship funding could be more viable for the school. 2. Internal Resource Analysis - The school had to improve its academic performance. This could be done with improved school facilities and with an up-dated, competent faculty staff. Enrollment trend showed a steady yearly increase. However, RMI had been incurring losses for the past four years. The school was not viable if it had to exist from tuition fees alone. Administration should put up income-generating projects to help sustain the operations of the school. There was also a need for the school to control its expenditures. 3. Goals and Value Analysis - The schools' goals and thrusts conformed with the goal expectations of its clientele as shown by the results of the survey. It was evident that the school implemented its goals and thrusts however to sustain and improve the implementation of its missions and goals, improved and revitalized curricular enrichment programs were needed.
