This study seeks to compare the perceptions between the barrio people and the core group in the performance of the priestly, prophetic and kingly functions of the latter, and to evaluate the Lay Leadership Program of San Isidro Parish. The subjects of this study consisted of the 24 core groups of San Isidro Parish who had been exposed to the Lay Leadership Program of the parish. From this number, 12 groups were randomly chosen to represent the sample core group. The sample core groups were asked to rate themselves using Questionnaire-C. The people in the barrio where the sample core groups came from, were also asked to rate their core groups using Questionnaire-B. In order to get a sample from each of these barrios, 20 percent of the barrio population were chosen from the 1976 lists of Barangay voters. The results of the survey were tabulated and analyzed. Frequencies and percentages were recorded. In order to determine a significant difference in perception between the core group and the barrio people, chi-square was used. Based on the results of the study, it was concluded that the core groups were fulfuilling their three fold role of Priestly, Prophetic, and Kingly functions. Among the three functions, the Kingly function was seen as the least noticed by the barrio people. There was therefore, a need for the core groups to improve and expand their activities along the line of their Kingly function. The second part of the study was a proposal for a vocational group counseling to be initiated by the counselor-priest and later to be conducted by some selected core group members. The proposal was geared for the out-of-school youth since they comprise a large portion of the youth population of the parish and since no other local resources could possibly offer such services. The proposal was based on Super's Developmental Career theory. Adapting the model for group counselling suggested in the Manual for career counseling, the proposal spelled out the different steps with its corresponding goals. It was recommended that the Proposed Vocational Group Counseling Program be implemented in the parish.
