The whole high school population of 419 male students were used as subjects of this study. From the survey results, the immediate needs of the high school students, which turned out to be vocational in nature, were determined. The survey results were not statistically treated, only the frequency and percentage were taken. The other materials utilized for the proposed vocational guidance program were the College Faculty and Administration Handbook, High School Handbook, Report of the HCCD Guidance Center to the PAASCU, results of the school's socio-economic survey, and results of the surveys and studies conducted by the Planning Development Office (PDC) of the school. The proposed vocational guidance program was based on the background data, student needs, school resources, and the national needs and demands. The second part of this study aims to determine the validity and usefulness of the School and College Ability Test (SCAT) to the high school department of HCCD in terms of the various purposes for which it has been intended, namely: for admission into high school, for predicting first-year high school academic performance, for grade placements, and for vocational and educational counseling. The subjects of the study were 119 high school freshmen enrolled at the HCCD High School for the schoolyear 1972-73. Using simple correlation, the findings showed that a substantial positive relationship existed between the two variables, the SCAT scores and the freshmen GPAs. Based on the findings of the study, it was concluded that the SCAT was a good and valid testing device for the admission of the high school freshmen at the HCCD High School. The SCAT can be considered as a good predictor of first-year high school academic performance. Also, the SCAT scores can be used as basis for grade placements, vocational and educational counseling.
