Summary:This study proposes a flexible guidance program to meet the needs of the students and the school, and an in-service training program to prepare the teachers to be actively involved in the guidance program. The respondents included 279 students (grades 4 to 6), 367 parents, and 14 teachers of Santa Ursula Elementary School. Questionnaires were used for each sector to survey the students' guidance needs, the teachers' knowledge about the students, and the parents' attitude towards a guidance program. Based on the survey data, the students of Santa Ursula Elementary School were found to have problems in the following areas : school situation, family background, and leisure time and social relationship. It was inferred that a developmental type of guidance program would be most appropriate for Santa Ursula Elementary School. It was also concluded that the establishment of the following guidance services would meet the needs of the students : individual inventory services, orientation services, information service, counseling service, and curriculum and evaluation service. Furthermore, it was concluded that there was a need for a developmental in-service training for the teachers of Santa Ursula Elementary School.
