Summary:A guidance program for the United Institute in Daraga, Albay was deemed necessary not only to assist the students but also the school community. The study used the descriptive research survey method. The needs of the students and other conditions that would determine the proposal for a guidance and in-service training programs were gathered from various questionnaires administered to students, teachers and parents of the United Institute 13 weeks after the opening of school year 1974-75. An administrator was likewise interviewed. The survey results gathered from the students, teachers and parents revealed that the students had problems along the areas of financial, future life concern, school adjustment, personal-social development and home life. Health and moral and religious problems were not considered as high problem areas. The students indicated in the survey result, their desire to talk to someone regarding their problems. However, when asked to choose whom they prefer to talk with, they selected their parents. The writer found out later through an interview checking the responses that the students lacked knowledge of the roles and functions expected that of a counselor. The teachers and parents indicated in the survey result they would feel helped, grateful, encouraged and cooperative if ever a guidance program is established in the United Institute. The administrator through an interview also promised his whole-hearted support and leadership. The survey conducted to teachers regarding in-service training program needs, also indicated that in-service training program is a must for a successful implementation of the guidance program. In view of the findings such as : the needs of the students, the positive attitude of teachers, parents and administrators towards the establishment of the guidance program and the emphasis of the government towards developing guidance and counseling in all secondary schools, served as the basis for the establishment of a proposed guidance and in-service training program for
