Statement of the Problem: The main problem in this study is succinctly embodied in the question: Is it technically, operationally, and economically feasible to establish an Electronic Data Processing Service Bureau in Tacloban City? Specifically, the study sought the answers to the following sub-questions: 1. How big is the Tacloban computer industry? 2. What are its characteristics as a growing new field of business in a developing economy? 3. What is the role of an Electronic Data Processing (EDP) service bureau in the local computer industry? What are the management requirements of an EDP service bureau? 5. What is the potential market for a service bureau? 6. Who are the competitors? 7. What marketing efforts are needed to obtain a share of the potential market? 8. What sales volume may be expected? 9. What equipment and technical personnel are required? 10. What are other important technical considerations? 11. What financing scheme is necessary? 12. What are the opportunities and problems that might be met in this business? Research design and Methodology: The study adopted the descriptive-analytical method of eliciting data for evaluation. Subjects: The subjects of the study were confined to private and government establishments with and without computer utilization. The survey only covered the city of Tacloban because of the following factors: population growth, concentration of schools and business establishments, and urbanization, which will affect the total supply and demand for the products and services. Data gathering procedure: The researcher used primary and secondary sources for ascertaining the information required in the various aspects of this paper. Around 83 business establishments were listed through survey and were classified into government and private entities. Only large establishments and those which employ at least 10 personnel were included in the classification, thus leaving only the experimental sample to be analyzed and interpreted. Sample and sampling technique: For the primary data, the study made use of the group sampling and random sampling methods in getting the sample size. In the form of group sampling method, the clusters were made up of business respondents which constitute mutually exclusive categories or subsets. From these clusters, the researcher selected the subsets to be included in the sample. The number designated in each group was known the number of units to be taken from each group can be specified and made proportional to the share of the total population designated in each group. Another method used was random sampling. As the name implies, the researcher selected the sampling unit of a group in a random order to obtain an unbiased result by using a table of random numbers. The samples consisted of 50 respondents which were divided in the following sample groups: eighteen respondents for government sector, and thirty-two for private respondents were used. Research Instrument: Interview Schedule, Primary data gathered for this research was made available through the use of an interview schedule.
