It illustrates in detail, the development of a video digitizer that is capable of converting standard NTSC video signals, also known as RS-170, into digital information within the span of one frame (about 1/30th of a second). Aside from this, the digitizer is also capable of resolving 256 levels of gray with a horizontal resolution of 256 pixels and a vertical resolution of 244 lines. Furthermore, the video digitizer includes a serial port by which it communicates with the host computer that doubles as the system's display unit. The inherent capabilities and powers of the host computer make it the ideal recipient for the digitized data. The computer's role in the system decries the need for a specialized software that will, in at least one instance, capture the transmitted data from the digitizer. This package must include routines to reconstruct the image from the transmitted data using the particular graphics adapter on hand (both the Color Graphics Adapter and the Enhanced Graphics Adapter are supported). Image processing routines that allow the user to smoothen the picture, to enhance its contrast, and to detect its boundaries, are all integrated into the package and are fully written in Turbo Pascal Version 3.01. The thesis does not pretend to develop new methods or algorithms in the study of digital image processing. Neither does it delve in the mathematics of digital image processing. Instead, its approach is towards a more practical and workable system a system that is realizable in the Philippine context.
