Summary:Scope of Study. This study covers the government housing sector, its major players and the different programs implemented by the various agencies. Particularly, it focuses on the National Housing Authority (NHA), a government-owned-and controlled corporation created by virtue of Presidential Decree No. 757 in 1975 and is primarily involved in the direct production of socialized housing units for the urban low-income earners. For the new, the NHA value chain, the different strategies and the corporations strengths and weaknesses were considered. Also considered were the opportunities and threats facing the NHA along its key performance areas to include housing production, land acquisition, sales and dispostition, and revenue generation/collection. 1.2 Methodology. The revenue was conducted through interviews with the Director, Monitoring and Evaluation Group of the Housing and Urban Development Coordinating Council (HUDCC) and various personnel of NHA, research, and review of existing policies, programs, systems and procedures of NHA. A review of the NHA records and annual report was likewise undertaken. 1.3 Significant Findings. Despite the NHA strengths and opportunities offered by the government housing industry, the NHA has posted relatively low accomplishments levels its target for the past years.
