The vast improvement in broadband service delivery has been achieved mainly through fiber-to-the-home (FTTH) technology, which played an influential role during this pandemic in providing connectivity, thus ensuring high service availability. The evolution of network monitoring systems has helped achieve this by equipping the network engineers in performing corrective or predictive maintenance. However, the conducted research was minimal, investigating how technology adoption and different FTTH technical and adoption attributes, including organizational culture, have helped or served as the bottlenecks in meeting the set key performance indicators (KPIs). The study focused on measuring, predicting, and simulating technology adoption's interdependence with FTTH network monitoring systems to detect last mile issues and perform necessary maintenance activities. The creation of a theoretical model for broadband service availability through variegated literature was used as an initial roadmap and further developed through other attributes supporting agent-based simulation creation via AnyLogic. The study measured how behavior, attitude, and culture affected the adoption rate concerning the individual, collective, interior, and exterior factors. The direction of the organizational goals and aspirations supported by technology diffusion, learning, and knowledge enrichment driven towards adoption needs alignment with each stakeholder. Moreover, the unconscious embedding of culture and values based on the current level of technical expertise of the stakeholders, such as network engineers, paved the way for their usage or compliance with the available technology. The study also recognized the importance of education towards adoption that integrates experiences and acknowledges the improvements due to the technology-initiated personal initiatives and change in mindset.
