Summary: | The purpose of this integrative action research was to address the data acquisition and processing operations through establishing knowledge management to enable a complete digital workflow in the Digital Information for Monitoring and Evaluation (DIME) division of the Department of Budget and Management. The paper aimed to discover and intervene on the challenges of over- reliance on hard copy paper documents, especially on a remote work setup because of the pandemic. The action research focused on establishing a complete digital workflow from data acquisition to data reporting to protect the employees from contracting the COVID-19 virus by efficiently and effectively continuing the DIME operations through working from home. To achieve the desired outcome, I led this action research with my collaborators in our organization that allowed us to transition our pre-pandemic workflow that involved manual steps and physical human intervention to a complete digital workflow with our established knowledge management system. We used several tools and frameworks in the process, such as co-inquiry, Zack Knowledge Management Model, and the ADKAR change management framework. We focused on building a digital archive of all the necessary information we need in daily operations for the first cycle. Access to data was our first challenge upon transitioning to a work-from-home setup. Once we established the online archive, we streamlined our workflow by going digital with some of our processes. By doing so, we were able to augment the physical intervention conducted in cycle one to address the threat of the increasing COVID-19 delta variant and at the same time increase efficiency and effectivity. |
