Summary:Gaps in design of the WB-IFC Ease of Business Indicators as measure of government regulation, gaps in consistency of strategic choice and implementation and gaps in grading assessment and measurement are discussed. The indicators need to be clear and transparent in its allocation and measurement for ranking. Its strength of assessing government regulation is also its biggest weakness as it fails to uphold a just evaluation procedure, powerful enough to assess burden of government regulation. The tool must be bias free, credible and clear especially for the recipients of evaluation results. Otherwise, it is no good to implement an evaluation tool which is only acceptable to WB - IFC.
