The increasing development of World Wide Web technology posits the need for improving associated information systems. To facilitate, it is important to integrate usability in the evaluation of information systems. Inherent usability as well as perceived usability are specific dimensions that require attention in order to provide a holistic approach to evaluate its ease of use. Such being the case, an assessment of two Philippine government website is provided considering prior perception and actual user experience in accomplishing their needs as they navigate through the information system. In doing such, a measure of the system's performance in terms of its apparent and inherent usability is identified that may serve as a tool for developing improvements.
