Summary:© 2017 IEEE. Historically, culture has been an integral part in the social and economic development of a nation. The National Commission for Culture and Arts (NCCA) being the overall policy making agency for culture and arts development is currently experiencing a challenge to formulate a widely acceptable set of cultural indicators that will systematize cultural development planning for national culture development. Guided by the UNESCO Framework for Culture Development, this paper aims to explore the feasibility of adopting a localized framework with ICT as a tool for organizing cultural expressions for the economic and social aspect of its production. Findings conclude that despite the constraints in limited data gathering due to intensive administrative efforts in the collection of cultural information across various cultural domains, a suggested alternative is to a system design framework of creative online registries as a jumpstart in cultural production and transmission; and eventually, analysis and processing.
